Riggins is a resource manager in the Economic Mobility, Housing, and Communities policy area. In this role, she provides project teams with day-to-day management support; develops, maintains, and monitors workplans, expenditures, and budgets; and maintains communications with funders, consultants, and subcontractors. Her current projects include the Job Corps Evidence-Building Portfolio, the evaluation of Management Leadership for Tomorrow’s Turn Pro program, Social Impact Partnership to Pay for Results Act (SIPPRA), the MyGoals for Healthy Aging randomized controlled trial, the Virginia Community College System Noncredit Career and Technical Education Study, the Long Term Outcomes Demonstration, and an evaluation of long-term employment outcomes at the Portland National Evaluation Welfare to Work Strategies site. Before joining MDRC, Riggins worked as a grant manager at a private foundation where she oversaw the grant-vetting process and helped construct a COVID-19 relief grant program. She graduated from Seattle Pacific University with bachelor's degrees in global development and business administration, and with a concentration in social enterprises.
