Leung leads and develops organization-wide strategies for external affairs activities, including outreach to Congress, federal agencies, state policymakers, advocacy organizations, and think tanks. Before joining MDRC, she worked as an adviser to the Committee on Education and Labor in the House of Representatives, where she specialized in retirement and health care policy, and as a fiscal policy analyst for the Office of Management and Budget. She also worked overseas as a senior research fellow with the Center for Health Policy and Management at the National University of Singapore. Leung holds a PhD in sociology from Harvard University, an MPP from Harvard’s Kennedy School of Government, and a BA in mathematics from Wellesley College.
