Initial Survey of County Practices
This new report, the first of two to be produced as a part of the Welfare Policy Reform Project, focuses on the results of a statewide survey of each welfare office and workforce agency in California. The survey collected information on the type and scale of job retention and advancement services provided to welfare recipients in each of California’s 58 counties. The survey found that the counties have implemented a wide variety of programs focused on job retention and advancement, although many remain small and struggle with participation rates, particularly among former welfare recipients who are not mandated to participate in services.
