Evaluation of JPMorgan Chase’s Summer Youth Employment Program
Overview
MDRC is leading an evaluation of JPMorgan Chase’s Summer Youth Employment Program, a national program that aims to help economically disadvantaged and out-of-school youth enter the labor market and pursue economic mobility. MDRC will conduct semi-structured interviews with program staff at 27 grantee sites and collect aggregate-level program data from each site.
Our early research focuses on the following questions:
- What are similarities and variations across program sites?
- What components define a high-quality summer youth employment program?
- What are promising innovative approaches to summer youth employment programming?
- How does summer youth employment programming affect outcomes for participating youth?

Agenda, Scope, and Goals
Phase I of this project, spanning 2022-2023, aims to accomplish the following goals:
- Develop a theory of change/logic model for JPMorgan Chase’s Summer Youth Employment Program
- Help develop a common measurement framework for grantees
- Document high-performing models, variation in models, and best practices
- Build a learning community among grantees
Design, Sites, and Data Sources
Data collected in the aggregate from 27 program sites will seek to capture:
- Program youth demographics
- Job placement and earnings by program youth
- Program youth participation trainings
- Employer engagement
- Trainings and other support services offered by program sites
We will also conduct semi-structured interviews with program staff to capture their perceptions of program components, challenges of implementation, and youth experiences.
